About PCHS Manitoba

Punjabi Community Health Services Manitoba (PCHS MB) is a community-based, not-for-profit

organization dedicated to providing culturally safe, accessible, and stigma-free mental health,

wellness, and social support services. We promote equity, inclusion, and understanding across

communities, with a focus on supporting Manitoba’s South Asian population and fostering

collaboration with Indigenous and other diverse communities.

PCHS MB is in a period of exciting expansion—establishing its first permanent community office,

broadening programming (including a youth mentorship initiative, bimonthly community drop-in

groups, and specialized counselling services), and deepening relationships with funders and partners

across the province.

This is an important stage of growth for the organization. The Chief Executive Officer (CEO) will

help build the foundation for long-term sustainability and shape future programs and initiatives. As

PCHS MB continues to grow, this role has the potential to evolve into a more permanent, senior

leadership position for the right candidate who demonstrates commitment and vision.

Position Overview

The Chief Executive Officer (CEO) is the senior staff leader responsible for translating the Board’s

strategic vision into operational reality. The CEO is hired by and reports directly to the Board of

Directors.

As both a builder and a community advocate, the CEO will:

• Lead with vision and values

• Grow the organization’s capacity and impact

• Champion culturally safe, community-driven services

• Strengthen and diversify funding and partnerships

• Support long-term leadership succession and organizational continuity

PCHS Manitoba Receives $20,000 Grant from TELUS Friendly Future Foundation to Launch Youth Peer Support Program

Winnipeg, July 8, 2025– PCHS Manitoba (Punjabi Community Health Services) is thrilled to announce it has received a $20,000 grant from the TELUS Friendly Future Foundation through the TELUS Manitoba Community Board to launch a new Youth Peer Support Program, set to begin in early 2026.

The initiative will be led by Roni Dhaliwal, PCHS Manitoba’s Community Outreach and System Navigator, and is being developed in collaboration with PCHS Ontario, leveraging their successful model while adapting it to reflect the unique needs of Winnipeg’s youth.

The Youth Peer Support Program will recruit and train young people from diverse backgrounds to serve as peer mentors, supporting one another through shared lived experience, community connection, and leadership development. Training and supervision will be provided to ensure peer mentors are equipped to offer meaningful support while building personal and professional skills.

This funding marks the beginning of an exciting new chapter in youth engagement at PCHS Manitoba. The organization welcomes this new relationship with TELUS and continues to seek community-based partnerships that help create and implement innovative, culturally responsive programs that reflect the voices and strengths of the people they serve.

“It’s not just about launching a program—it’s about building long-term systems of support led by the community, for the community,” added Dhaliwal.

Winnipeg, July 8, 2025 – PCHS Manitoba (Punjabi Community Health Services) is proud to announce that it has received $400,000 in funding over four years from The Winnipeg Foundation to expand its free, culturally responsive mental health and system navigation services for diverse communities—including the South Asian population in Manitoba.

This transformative funding builds on the ongoing, valued partnership between PCHS Manitoba and The Winnipeg Foundation. In 2023, a $50,000 community grant from the Foundation enabled PCHS to launch in-home and virtual therapy, as well as outreach and system navigation support, making mental health care more accessible to newcomers, elders, and others facing barriers in traditional systems.

With this new multi-year investment, PCHS will further develop its grassroots mental health programming, including one-on-one counselling, culturally safe outreach, and navigation assistance to help clients access healthcare, housing, and social supports. The funding will also support expanded service delivery in community-based locations, allowing PCHS to meet people where they are and build trust in culturally familiar spaces.

“This support from The Winnipeg Foundation is a powerful affirmation of the need for culturally grounded services,” said Randeep Sidhu-Saini, Board Chair of PCHS Manitoba. “It enables us to address barriers beyond cultural responsiveness, including the need for gender-specific care and a more consistent, community-based presence.”

Importance of Eye Health

Biography: Dr. Dhaliwal has been practicing optometry in Manitoba since 2011. Born and raised in Winnipeg, she completed her B.Sc. in Biology at the University of Winnipeg and earned her Doctor of Optometry from the Illinois College of Optometry. Her clinical training included pediatrics, binocular vision, contact lenses, and low vision, with rotations across the U.S.

She has experience managing glaucoma, cataracts, retinal disease, and chronic dry eye. She is certified in CooperVision’s Brilliant Futures Myopia Management Program—the first FDA-approved one-day lens to slow myopia progression in children. Dr. Dhaliwal is a member of the Canadian and Manitoba Associations of Optometrists and COVT&R. She serves on the Awards and Mentor Committees and has completed the Practical Vision Therapy Accreditation Program. She enjoys mentoring new graduates and students.

· 16 Days of Activism Against Gender-Based Violence (November 25 - December 10)

Gender-based violence (GBV) is a violation of human rights that affects all communities, regardless of background, gender, or age. In Manitoba, the rate of GBV is higher than the national average, with disproportionately high rates in rural and remote areas, and particularly affecting Indigenous women, girls, and 2SLGBTQQIA+ peoples. This panel will provide an opportunity for Manitobans to engage with local experts and leaders in a critical conversation about how to combat and prevent GBV in our communities.

Levi Foy, the Executive Director of Sunshine House and a proud member of the Couchiching First Nation. Levi first became involved with Sunshine House in 2014 and quickly emerged as a key leader, serving as one of the founding members and coordinator of Like That @ Sunshine House. His extensive professional background includes work in child welfare, homelessness, research, and administration, all grounded in a strong commitment to community organizing informed by Anishinaabe philosophies and practices.

Isabel Daniels - Missing and murdered Indigenous women, girls and 2SLGBTQI+ people Family member, Survivor of GBV, and an advocate for unsheltered people.

Hennes Doltze leads the EmpowerMen Project and as a degree in social work and non-profit management. The EmpowerMen Project is a part of the MaMaWi Centre – an Indigenous led organization - in Winnipeg and engages men and boys to prevent sexual exploitation and sex trafficking. Hennes has worked in different positions in the mental health field, child welfare and criminal justice. He is passionate about men taking a greater part in creating safer communities for women and girls.

Roni Dhaliwal is a Systems Navigator and Community Support Worker with Punjabi Community Health Services (PCHS) Manitoba, a not-for-profit organization that provides culturally relevant support to South Asian communities in areas such as mental health, healthcare, community engagement, and justice. Roni has been actively involved in supporting individuals affected by intimate partner violence, offering counseling and system navigation support for those in need. He has provided direct support to individuals, couples, and families, helping them navigate complex systems and access the resources necessary for safety and healing.

Karen Sharma (she/her) is a first-generation South Asian living in Winnipeg - Treaty One Territory. Karen is the Executive Director of the Manitoba Human Rights Commission, where she leads promotion and protection of human rights in Manitoba through administration of Manitoba's human rights complaints system; the development of policy and research; and the delivery of human rights education. In addition to her work with the Commission, Karen co-organized Queer People of Colour Winnipeg, a collective that created programming that centered and celebrated Two-Spirit, Queer and Trans Black, Indigenous, people of colour. Karen is a past chair of the Board of Directors of the Women's Health Clinic. She currently serves on the board of directors of the Manitoba Council of Administrative Tribunals and is the Vice-Chairperson of the Canadian Association of Statutory Human Rights Agencies.

PCHS Manitoba Obtains Canada Revenue Agency Charitable Status

Winnipeg, MB, November 12, 2024 – PCHS Manitoba, a not-for-profit organization dedicated to advocating for and supporting the South Asian community in Manitoba, is proud to announce that it has officially obtained charitable status. This new designation enables the organization to issue tax-deductible receipts for donations and receive donations from other charitable organizations, which will help expand PCHS Manitoba’s ability to deepen its community impact and further its mission to meet the evolving needs of South Asian individuals and families.

With charitable status now secured, PCHS Manitoba is poised to grow its innovative programs and strengthen its partnerships across key sectors, including healthcare, social services, justice, and community engagement. The organization continues to pursue opportunities to enhance services and build stronger connections within the South Asian community, with a particular focus on addressing cultural needs and overcoming systemic barriers.

“We are thrilled to achieve charitable status, which will allow us to continue expanding our efforts to support the South Asian community in Manitoba,” said Randeep Saini, Founder and Board Chair of PCHS Manitoba. “This recognition will enable us to better advocate for the unique needs of our community, launch new initiatives, and attract the necessary funding to make an even greater impact.”

PCHS has been actively working to strengthen relationships with community partners, focusing on fostering cultural sensitivity and awareness. The organization has also been approached by various public service sector agencies seeking assistance in delivering culturally relevant services to better support the South Asian population. Additionally, PCHS has engaged with multiple departments of the Manitoba Government to advocate for the unique needs of the community. Through these efforts, PCHS has continued to foster greater community engagement by hosting public education events and setting up information booths at key community gathering spaces.

Looking ahead, PCHS aims to continue providing essential System Navigation Support while expanding its services to include ongoing individual and family counselling. In addition, the organization plans to hire a Women's Counsellor to advocate for and address the unique needs of South Asian women in the community and is working in collaboration with PCHS Ontario to establish a Youth Peer Support program by the fall of 2025. PCHS is also excited to launch a new research project in partnership with the University of Manitoba and Master of Psychology student Bhavya Arora, which will examine the complexities, and barriers of postpartum mental health in the South Asian community. Furthermore, PCHS is working toward securing office space to accommodate individual counselling, group programs, and drop-in services, providing greater community-based access to support clients and families. The organization is also leading the establishment of a Community Justice Committee in

partnership with Restorative Justice to support South Asian clients currently struggling to navigate the justice system. This initiative will guide individuals through the restorative justice process in a way that is more impactful when viewed through a cultural lens. These are ambitious goals, and PCHS relies on the support of the community to make them a reality.

PCHS Manitoba Officially Recognized by the Government of Manitoba

Winnipeg, October 29, 2024 – PCHS Manitoba is grateful for the acknowledgement and recognition that the organization recently received from the Government of Manitoba through a formal Manitoba Legislative Assembly Member’s Statement; a significant milestone in the organization’s ongoing efforts to serve the South Asian community. The announcement was made by Diljeet Brar, Member of the Legislative Assembly (MLA) for Burrows, marking a key step forward in the organization’s mission to provide culturally relevant services and advocate for the unique needs of South Asian individuals and families.

In his statement, MLA Brar highlighted the important work that PCHS Manitoba has been doing to improve access to mental health services, legal support, and community engagement for South Asian Manitobans. "Through an evidence-based approach, PCHS aims to build community capacity with a focus on prevention, wellness, and cultural competency through collaborations that work towards the meeting the needs of Manitoba’s growing South Asian population," said Brar. "Culturally appropriate healthcare including mental health is important and very much needed in a diverse society like ours."

This official recognition from the Government of Manitoba will further enhance PCHS Manitoba’s ability to expand its programs and strengthen its partnerships with local service providers and community organizations.

Dear PCHS Family and Friends,

We are pleased to announce that Roni Dhaliwal, Social Worker and System Navigator at PCHS Manitoba, has been invited to participate in an important panel discussion on December 2, 2024, as part of the 16 Days of Activism Against Gender-Based Violence.

This event, hosted in collaboration with the City of Winnipeg’s Equity and Diversity Office and the Human Rights Committee of Council, will focus on the crucial role that men and boys play in preventing gender-based violence and in creating safer spaces for everyone in our community. The panel discussion will be held at the Canadian Museum for Human Rights from 10:30 AM to 1:30 PM.

As a dedicated advocate for social change, Roni will be contributing to the dialogue around building safer, more inclusive communities and addressing the root causes of violence. This is an excellent opportunity to highlight the important work being done to combat gender-based violence and promote equity and diversity.

The panel is part of the City of Winnipeg’s 16 Days of Activism campaign, an annual series of events aimed at raising awareness and fostering meaningful discussions about gender-based violence and its prevention.

Men's Group

The group will provide an overview of health and social services available to help newcomer men settle, and thrive in their new community. Topics will range from adapting to Canadian culture, accessing health and social services, and providing awareness of their legal rights and responsibilities in Canada. It will be a safe space for men to ask questions, share feelings and experiences, and network with others in the community.

BOARD CHAIR MESSAGE PCHS Manitoba started off as a dream shared by like-minded South Asian health and wellness practitioners. Systemic barriers are challenging to navigate when addressing the needs of diverse communities such as the South Asian Community. There was a demonstrated gap between the services currently available, and the capacity of the South Asian Community to engage in these services. Differences in cultural and religious practices, and socio-economic factors dependent on the lifestyle of new immigrants are barriers to providing impactful and meaningful services. PCHS MB is determined to address these barriers as the organization grows and expands in the coming years.
